More Portuguese itineraries fail at Sintra than anywhere else, and always for the same reasons. Pena Palace runs on timed entry, the hill road is narrow and one-way, and touring coaches do not go up — groups transfer to small vehicles or the local shuttle, which adds time nobody budgeted. Then there is the surface: Portuguese pavement is polished limestone, beautiful and genuinely slippery in rain, which matters on a hill with an older group. Elsewhere, Belém sits about 6 km west of central Lisbon with its own queues, and Fátima fills completely around the 12th and 13th of each month from May to October, when the pilgrimages run.

Seven hills, polished limestone pavements and an Alfama no coach can enter. Belém and its monastery sit 6 km west with their own timed entries and queues.

Pena Palace on timed entry up a narrow one-way hill road worked by small vehicles, plus Cabo da Roca and Cascais on the way back.
